Russia is capable of substituting import supplies in armaments production, President Vladimir Putin said on Monday.
“It is necessary to organize reliable and timely supplies of assembly units and components and exercise strict control over their quality,” Putin told a government meeting that discussed import substitution in the wake of Ukrainian producers’ refusal to supply parts and components for the manufacture of Russian armaments.
“There are things that are obvious: first, we can do everything ourselves, absolutely everything,” Putin said, adding that the price and quality of products were also obvious factors.
“We need to ensure proper prices and quality and, most importantly, strict observance of the schedule for the fulfillment of the armaments program,” the Russian president said.
Putin told the meeting participants they should determine the time limits for the manufacture of particular components, the amount of required funds and time “to organize the relevant manufacture on our production sites and provide financing for this work.”
Putin said Russia should develop its own production in areas earlier dominated by imports and organize this work using modern technologies.
“These are the key issues of Russia’s defense and economic security, our technological and production independence and technological sovereignty,” Putin said.
“Our task is to secure against the risks of contract non-fulfillment by foreign partners, including political risks,” Putin said.
