Putin urges Kiev not to stop Ukrainian soldiers from laying down arms

Russian President Vladimir Putin on Tuesday urged Kiev to allow Ukrainian soldiers who are encircled by pro-Russian rebels in the town of Debaltseve to lay down their weapons.
