The head of Honduras' electoral tribunal on Wednesday officially declared conservative candidate Juan Orlando Hernandez the winner of the presidential vote, though not all ballots have been counted. "These numbers that we released today clearly indicate that the winner of the general election is Juan Orlando Hernandez," said David Matamoros on radio and television. With 81.5 percent of polling stations reporting, Hernandez leads with 35.88 percent over leftist Xiomara Castro, at 29.14 percent.
