Former Bulgarian premier Boyko Borisov's right-wing GERB party came first in elections Sunday, but fell well short of a majority, exit polls showed, making the formation of a government difficult.
GERB scored 33.2 percent, ahead of the Socialists on 16.5 percent and the Turkish minority party MRF on 14.1 percent, with four other parties clearing the four-percent hurdle to enter a highly fragmented legislature, exit polls predicted.
