EU envoy Aleksander Kwasniewski said Thursday that a long-awaited EU-Ukraine deal that would have marked Kiev's first step to membership of the bloc will not be signed at a summit next week. "The accord will not be signed in Vilnius," Poland's former president told his country's PAP news agency in the Ukrainian capital Kiev, hours after Ukraine effectively nixed the deal. "Our mission is over," he said. "It's a shame it has not ended in the signature of the accord (...) It's Ukraine's decision, not Europe's."
