Japan's National Institute for Defense

Japan's National Institute for Defense Studies said in its annual report that North Korea may have succeeded in producing nuclear warheads following its nuclear test and missile launches earlier this year.

The report noted that this development is believed to have been conducted under direct orders from its young leader, Kim Jong Un.

The Tokyo-based think tank also said in its "East Asian Strategic Review 2016" that North Korea has likely been developing submarine-launched ballistic missiles, or SLBMs, as well as ground-launched missiles that would enhance the country's nuclear attack capability.
