Britain will hold a referendum on European Union membership by the end of 2017, Queen Elizabeth II said on Wednesday as she outlined the newly-elected government's legislative programme in parliament.

"Legislation will be introduced to provide for an in-out referendum on membership of the European Union before the end of 2017," the Queen said in her traditional speech at the state opening of parliament.
