EU leaders must work to help Europe "regain control" of its external borders as "millions" of potential refugees try to reach the continent, European Union President Donald Tusk warned Wednesday.

"The most urgent question we should ask ourselves tonight is how to regain control of our external borders," Tusk told reporters, adding "millions of potential refugees were trying to reach Europe."
