Germany's reinstatement of temporary border controls on Sunday "underlines the urgency" of the need for the European Union to agree proposals to share the burden of admitting refugees, an EU statement said.

"The German decision of today underlines the urgency to agree on the measures proposed by the European Commission in order to manage the refugee crisis," it said.
