French Foreign Minister Laurent Fabius called Wednesday for an end to barrel bomb attacks in Syria as a condition for joint action against the Islamic State group.

"It has to end," Fabius told a special Security Council meeting, calling on the UN body to "ban, once and for all, the use in Syria of barrel bombs packed with explosives and chlorine."
