EU president Donald Tusk said on Friday that a consensus was emerging on the bloc's migration crisis for the first time, ahead of a crucial summit with Turkey on tackling the huge flow of refugees and migrants.

"For the first time since the beginning of the migration crisis, I can see a European consensus emerging," Tusk said in an invitation letter to leaders ahead of Monday's summit in Brussels.
