The Civil Service Bureau instructed all government bodies that come under its umbrella to start assessment of their employees' performance for the period between September 2010 and August 2011 in accordance filling in the relevant assessment form prepared by the Civil Service. The director of Employees Assessment & Relations Section Ahmed Y. Abdul-Rahim emphasized that an annual employees' assessment will be carried out utilizing the relevant (Self-Service Automated Program) . The direct supervisor will assess anemployee as he or she interviews him or her. He pointed out that in addition to all the rules, regulations and conditions stipulated to undergo these procedures are meant to help increase the goverment employees' productivity and reduce time spent on performing routine transactions. Mr. Abdul-Rahim said that all employees' performance will be assessed under the Employee Performance Management scheme in a number of steps. The employee will be asked to determine his or her basic capabilities, main functions and objectives. The employee will then be requested to perform his or her duty according to work plans within the administrative organizational strategy in order to develop his or her job performance criteria,discuss performance levels anticipated from the employee and follow up his performance on the job commensurate with the goals specified for performance in accordance with the annual plan. The director of Employees Assessment & Relations Section added that one of the steps for evaluation of all employees’ performance is to determine aspects of how to develop job performance and lay down a plan for development in addition to determining aspects of positive support to be provided to the employee in order to upgrade his or her performance level within a specified scheduled program and track his or her performance progress during regular work sessions in order to keep the employee well informed about his or her performance progress. He pointed out that the annual evaluation of employees job performance using the relevant format for each and every employee is normally done in September each year. Assessment results will be discussed to find out the positive progress made by the employee. Performance evaluation will be classified as follows: excellent, very good, good, satisfactory or poor depending on sufficient justifications. The employees' assessemnt report will not be approved unless its justifications have been satisfactorily stated. He said that direct supervisor will rate the job performance level of each and every employee quantity and quality in collaboration with the resepctive employee. The rating level will be determined according to the duties, responsibilities and capabilities required according to the type of job position as well as any other duties and responsibilities which may be assigned to the employee meant to realize the goals of the department to which the employee belongs. The assessments are considered as basic criteria for employees’ training, development, promotion, incentives, human resources planning, improvement of recruitment standards, simplification of job procedures, improvement of policy and administrative organization, re-classification of jobs as well as for decision-making aimed at improvement of job and administrative performance. Job performance assessment reports are prepared for each and every employee at least once per annum using the relevant assessment form prepared by the Civil Service Bureau for this purpose. Rating varies from excellent, very good, good, satisfactory or poor. All government departments may prepare the appropriate employees’ assessment forms according to the nature of their duties and functions after seeking approval from the Civil Service Bureau
