Houthis and their ally the General People's Congress (GPC) party under ousted president Ali Abdullah Saleh declared the line-up of a new government in Sanaa under former Aden governor Abdel Aziz ben Habtour.
The announcement comes ahead of an expected visit by United Nations Special Envoy to Yemen Ismail Ould Cheikh Ahmed to Aden for talks with Yemeni President Abd Rabbu Mansour Hadi.
This would further complicate the situation and cast aspersions about the effectiveness of the US envoy's visit.
Yemen has been entangled in civil war when Houthis and Saleh supporters attempted a coup against the internationally recognized Yemeni government of Hadi.
Almost a year ago, Saudi Arabia led an Arab coalition forces to back Hadi and resistance forces.
